Accident Summary:
On takeoff the rotor RPM dropped. Along the takeoff path was a dirt mound about five feet hi and tentage set up by perimeter defense units. In order to avoid this area, the aircraft commander made a right turn to gain RPM and find a landing area. The RPM continued to decrease. Flight could not be maintained. Ground contact was made with forward speed and in right crab.
